If you are not pregnant and still you have sore and swollen breasts, it could mean that the hormonal response of the breast which can happen before periods or in case of delayed or missed periods. The progesterone hormones which rises in the second half of the cycle can have an effect on the breast and in some people the breast can be very sensitive to such hormones leading to tenderness and pain just before periods. If you get your periods, this pain generally comes down, but if you miss your periods, this pain can continue till the time you confirm the pregnancy or if you get your pregnancy or if you get your periods In many women, the first 3 months of the pregnancy also they continue to have this tenderness of the breast. So this is the response of the breast to progesterone hormones which rises in pregnancy or in second half of your cycle just before your periods.
