Tight penile skin or the tight frenulum or tight papules or the penis is a common condition along as there are no wounds, you can do a regular dilatation, where with the use of some local lubricant, you are asked to gently retract the skin over the shaft of the penis, on a regular basis in a graded manner, that every day you do a Littlemore than what you did and if the penile skin is not too tight, gradually it will expand, it will relax and you might be able to retract the skin completely. But in cases where the penile skin is too tight, then the topical treatments will not help., then you will have to go for a surgery , which is the circumcision ,which has to be done by a qualified personnel, so preferably a urologist or plastic surgeon who can do a perfect job.
